A special meeting of the Berlin Historical District Commission was called to order at 5:30 PM on Monday, April 2, 2007 in Room 8 of the Berlin Town Hall, Berlin, CT.
Attendance:
Chairman Bruce Dalstrom, Commissioners Pam Pethigal, Brendan Rudge, Susan Skene, and Juliann Collazo, Alternate Commissioner Lorraine Stub and special guest speaker Town Clerk Kate Wall.
A. Audience of Citizens: NONE
B. Discussion and Acceptance of Minutes:
A motion was made by J. Collazo, seconded by P. Pethigal, to accept the March minutes as presented. The motion was passed unanimously.
C. Report of Chairman and Committee Reports: None
D. Report of Clerk:
Clerk J. Collazo reported that clerical support was the only expense during the month of March (report attached).
E. Old Business:
1) The Town of Berlin Town Clerk, Kate Wall was present to explain the proceedings for the upcoming Public Hearing required of the Town of Berlin on behalf of the Historic District. She gave the Commissioners copies of the original ordinance and its amendments and the Court Decision from the Traverse lawsuit. The Commission’s most critical message to convey to the property owners in the District is to be clear about how they read the question on their ballot when they vote. The Commission is legally operating at this time and should go on about its preparations. The tentative date set for the Public Hearing is May 21, 2007 with a ballot vote in September.
2) A mission statement (attached) was drafted to present to the Commissioners. A motion was made by S. Skene, seconded by P. Pethigal, to accept the mission statement. After a brief discussion, the motion was passed unanimously.
F. New Business:
The Commissioners decided to hold a special meeting April 9, 2007 to prepare for the upcoming public hearing. L. Paonessa will reserve Room 8 for 5:30 PM and will mail the agenda to the Commissioners.
G. Adjournment:
A motion was made by S. Skene, seconded by P. Pethigal, to adjourn the meeting at 7:20 PM. The motion was passed unanimously.
